An additional two individuals are now in custody in connection with a robbery at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area on suspicion of theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. Both individuals are still being held, authorities confirmed.

The arrests follow a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Before the incident, a pair of female travelers were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was one of the those hurt in the event. Five people went to hospital for treatment and have since been discharged.

Police arrested a man in his thirties for suspected theft and assault close to the location. He was subsequently released under investigation as the investigation proceeds.

Police were alerted at approximately 08:10 GMT after reports came in regarding several people injured by a noxious substance believed to be pepper spray.

The attack - which authorities stated was isolated and not being treated as terrorism - caused train delays and the partial closure of the main airport tunnel and the T3 parking facility briefly.
